Development of a temporary use strategy and a master plan to continue revitalizing the neighborhood before and during construction

 

The Orgemont public housing neighborhood in Épinay-sur-Seine is undergoing an urban renewal program to renovate its housing stock and amenities and expand a park in the heart of the neighborhood, a project expected to take about ten years. CDC Habitat, leading the project alongside city services, commissioned Plateau Urbain and Ya+K to define a transitional urban planning strategy to support the neighborhood’s transformation. The project resulted in a master plan with seven action sheets aimed at revitalizing the neighborhood and supporting the changes associated with the construction. A first set of actions aims to enhance the neighborhood and offer activities to residents through local associations (ground-floor use and cultural initiatives). A second set of actions aims to maintain activities and circulation during construction, as well as to establish a reuse platform given the significant volume of demolition and reconstruction work.
