As part of this project, the research team supported the Temporary Occupancy Help Desk—led by perspective.brussels and citydev.brussels—in refining its operational procedures. Based on an in-depth study of Brussels-based operators and property owners (interviews, analysis of business models, and mapping of projects), the team was able to objectively assess existing practices and identify their strengths, limitations, and areas of vulnerability.

The team also conducted a European benchmark study, examining metropolitan policies implemented in Hamburg, Milan, Antwerp, and Naples, in order to draw operational lessons. This combination of local analysis and international insights made it possible to formulate concrete proposals to clarify the Guichet’s role, prioritize its actions, and strengthen its strategic positioning in support of the region’s public policies.
