In 2025, Plateau Urbain assisted Aquitanis —a Bordeaux-based landlord, developer, and temporary occupancy operator— in conducting a comprehensive impact assessment of its temporary occupancy initiative, which had been underway since 2018.
Plateau Urbain’s mission was to structure and conduct a comprehensive evaluation of this activity, following seven years of experimentation, in order to analyze its effects on the organization, the hosted entities, and the affected areas. The team employed a mixed-methods approach combining qualitative interviews with internal and external stakeholders, analysis of data from various surveys and existing databases, site visits, and documentary research.
This approach made it possible to consolidate quantitative data, formalize an economic and organizational assessment, and characterize the observed impacts at various levels. Upon completion of the study, Plateau Urbain produced a structured summary for its client, Aquitanis, highlighting the strengths and limitations of the initiative. The team also provided a set of strategic and operational recommendations to consolidate, evolve, and integrate temporary land use into a more integrated and transitional vision of territorial development. This assessment is part of the joint development efforts of the two organizations in the Bordeaux region.
