

The Bédier-Oudiné ZAC, in the southern part of the 13th arrondissement, consists of two neighborhoods: the Chevaleret-Oudiné neighborhood (to the north) and the Bédier neighborhood (to the south, bordering the ring road), designated as priority neighborhoods under the city’s urban policy. Successive renovations and demolitions will result in vacant properties and changes in land use that must be actively supported. The developer has requested several transitional urban planning interventions to make the construction period more comfortable, encourage residents to take ownership of public spaces, meet the space needs of local organizations, and foreshadow future changes. Working alongside La Belle Friche, Plateau Urbain identifies sites—both buildings and outdoor areas—to be temporarily activated, and proposes a general strategy at the ZAC level based on the feasibility of each intervention.
