As part of the development of its first ZAC (joint development zone) project under direct management, the Greater Paris Metropolis has commissioned Plateau Urbain, Le Sens de la Ville, and Soletdev to assist it in defining and implementing a transitional approach to support the upcoming urban transformations on this 12-hectare site. The first phase of the project made it possible to host the 2024 Olympic Games, with the construction of the Olympic Aquatics Center (CAO) as well as logistics facilities and a fan zone. The second phase of construction will culminate in 2032 with the creation of a mixed-use neighborhood comprising approximately 1,000 housing units, as well as sports facilities that pay homage to the history of the Olympic Games.
The purpose of the transitional use is to foreshadow the future uses of the ZAC, to occupy the site to limit potential misuse during the period of vacancy, to enhance the appeal of the CAO and local businesses, and to signal the upcoming development hub.
The first phase of the project involved conducting an assessment of the site and the surrounding area by identifying available spaces and time frames for occupation, analyzing local dynamics, and mapping the ecosystem of potential project leaders. This resulted in a range of possibilities for temporary use, which will serve as the basis for the second phase of the project to develop occupancy scenarios.
