Faced with housing access challenges in Strasbourg, the Eurométropole—a participant in the Housing First program—has chosen to leverage temporary occupations to advance its “Hospitality City” policy. It aims to systematically utilize vacant properties during project lulls to develop temporary social housing initiatives. In this context, Plateau Urbain is supporting the Eurométropole’s departments in structuring the initiative and building the skills and cross-functional capabilities of all stakeholders. Through feedback sessions, workshops, and the implementation of three pilot projects, the goal is to foster cross-departmental collaboration and mutual understanding among the various stakeholders, as well as to establish working methodologies and “best practices” specific to temporary projects.
