The study conducted by the Plateau Urbain consortium on behalf of the Lille Metropolitan Area (MEL) focuses on the implementation of experimental projects in the areas of transitional urban planning and temporary occupation in various metropolitan settings characteristic of northern France (the northeast slope, the metropolitan core, sites along the Deule River, etc.). This multi-site study aims to equip metropolitan technicians with the tools to address the topic of transitional planning and to familiarize elected officials with the methods and objectives that can be applied to transitional planning.
In an initial six-month phase, the consortium led by Plateau Urbain developed an analytical framework to compare and analyze 11 sites selected by the project owner. The objective was to select a sample of sites to experiment with and test occupation projects in collaboration with metropolitan services and partners. This was followed by a second phase of the study, known as the “feasibility” phase, to determine the conditions for occupying the sites and to consider the project setup in terms of economic, regulatory, architectural, and other aspects. The four selected sites present different spatial and geographic typologies.
