The urban renewal project (NPNRU) for La Bourgogne in Tourcoing is led by Ville renouvelée, which is also developing transitional support for the neighborhood’s transformation. This support was formalized through a four-year transitional strategy that the team helped draft, which was then translated into tactical urban planning initiatives and community engagement activities for 2024 and 2025. Ville renouvelée has launched an evaluation process of the initial measures implemented to assess the effectiveness of the tactical interventions, gauge residents’ perceptions of them, and best guide the strategy moving forward.
Using methodologies developed by Commune Mesure and drawing on knowledge of the neighborhood and local stakeholders, the research department conducted this evaluation through questionnaires for partners, surveys related to organized events, on-site observations, and street interviews with passersby and residents.
This initial assessment of the temporary improvements at Place de la Bourgogne allows us to “course-correct” and adjust what will be implemented at other locations in the neighborhood, as well as identify uses that can be incorporated into the square’s permanent design. The team also made recommendations for improving the framework in terms of governance, communication, and the coherence of the overall objectives.
