AMI – BASE COMMUNE IS ISSUING A CALL FOR EXPRESSIONS OF INTEREST IN ORLY!

Base Commune, a community-based real estate cooperative co-founded by Plateau Urbain and Le Sens de la Ville, is offering three ground-floor commercial spaces for rent in Orly, ranging from 74 to 242 square meters. 

Located in the city of Orly, at the heart of a project that is shaping a new residential and commercial real estate offering near the Grand Paris Express Orly-Thiais station, these ground-floor spaces embody Base Commune’s vision: to host activities that contribute to the revitalization of the neighborhood or have a social impact. The project, developed in partnership with the City of Orly, the EPT Grand-Orly Seine-Bièvre, and local stakeholders, will ensure that the neighborhood’s expectations and needs are met.

These spaces benefit from excellent accessibility. Ultimately, the urban project calls for the creation of a new road, bringing the spaces within a 10-minute walk of Metro Line 14 and RER Line C, offering a quick connection to Paris. Additionally, a dedicated bus lane connecting Orly and Thiais will serve the Sénia sector in the near future.

In the SENIA sector (Orly Thiais ZAC), the new Quinze Arpents neighborhood is being built on the site of demolished warehouses. It will feature housing, retail spaces, businesses, offices, metropolitan amenities, and all the daily services needed by its future residents.

This call for expressions of interest aims to identify project developers with a strong social and local impact, seeking to establish a long-term presence in the area through affordable rents. The goal for these spaces is to bring life to the ground floors, which open directly onto the public garden running through the entire neighborhood. Accessibility to diverse audiences (residents, users), openness to the outdoor space, and the Social and Solidarity Economy approach will be given special consideration during the selection process.

The establishment of commercial activities, workshops, artisan spaces, and social and solidarity economy initiatives planned for the ground floors of the buildings will enliven the daily lives of users. These activities will benefit from the direct proximity of 5,000 residents and 8,000 square meters of office space set to be completed by 2028. Ultimately, the entire new neighborhood will be home to more than 12,000 people.

The lease to be signed will be a Social Purpose Commercial Lease. This is a standard 3-6-9 commercial lease supplemented by an agreement that defines impact criteria to be met in exchange for the reduced rent. These quantitative and qualitative criteria are organized into different categories, such as the applicant’s business activity, local roots, economic and social impact, and contribution to the region’s reputation and vitality…

Timeline

  • Applications must be submitted via the Plateau Urbain platform by July 18, 2025, at 11:59 PM. At this stage of the application, a Kbis certificate and the legal representative’s ID will be required. Additional materials, including a business plan, will be requested at a later date.
  • Site visits and interviews with project leaders will take place before August 1, 2025.
  • A lease agreement for the property upon completion will be signed no later than October 2025.
  • Occupancy of the premises will occur upon delivery in the second quarter of 2026, with simultaneous payment of the first rent installment.
