Five million square meters of vacant office space in the Île-de-France region, rents that continue to exclude artists, artisans, and social economy organizations from urban centers: the reality that led to the founding of Plateau Urbain thirteen years ago remains as relevant as ever. Our 2025 Activity Report chronicles a year spent addressing this issue, both on the ground and in the public discourse.
2025 was, first and foremost, a year of new openings. Four new third places were launched: Elmer in the 19th arrondissement, La Roche in the former La Rochefoucauld Hospital (Paris’s 14th arrondissement), Dédale in Fontenay-sous-Bois, and Magma in Arcueil. In total, nearly 35,000 m² of new space has made it possible to host 400 organizations.
The year was also marked by a strong advocacy effort. Together with other actors in the social real estate sector, the cooperative helped draft a bill against real estate waste and hosted the second edition of KISS at Césure, which brought together more than 1,500 people united by a shared conviction: a more equitable real estate system is possible. The publication of the collective work *Des villes en mieux – Occupations temporaires et tiers-lieux solidaires* (Better Cities: Temporary Occupations and Solidarity-Based Third Places) capped off this effort to formalize and share our work.
To better understand the people who bring the spaces supported by Plateau Urbain to life, a large-scale survey was conducted among the occupants: 442 responses, an overall satisfaction rating of 4.5/5, and 85% of respondents rating the cooperative’s economic impact on their organization as essential or positive.
The report also reviews the nine spaces that have continued their activities, the three that have closed their doors, research and expansion efforts in France and Europe, the life of the cooperative, and its financial results.
