Two years after the launch of the first project management assistance contract, the Lyon Metropolis sought continued support from professional teams to implement occupancy projects within its territory… as well as to develop its roadmap on the subject. With a substantial portfolio of real estate and land assets, the Greater Lyon Metropolis aims to gain greater autonomy in defining, organizing, and supporting the management of these innovative projects. In our view, temporary or transitional urban planning is nothing more or less than a tool serving metropolitan urban, economic, and social policies. The rise of the “temporary” should enrich the range of interventions and tools available to the Metropolis in shaping these territories, in support of solidarity and transition, alongside the more traditional tools of urban development and local planning. Developing a toolkit and launching projects aligned with the Metropolis’s political vision, supporting the professional development of departments, and familiarizing elected officials with the methods of temporary urban planning are all objectives that Plateau Urbain and its partners are addressing through this mission. The primary ambition is, above all, to systematize these practices with intelligence and agility so that temporary urban planning spreads and becomes a routine tool for departments once the AMO is complete.
