CALL FOR PROPOSALS – LE DÔME (HOUILLES (78))

The City of Houilles is issuing a call for proposals to enable a project developer to take over the former municipal technical center, known as the “Dôme,” and develop their project there.

The goal is to promote a mix of uses that complement one another, grounded in social and environmental values. The project leader will be responsible for engaging various stakeholders, including community organizations, to develop activities on the site and create the conditions necessary to forge connections with the local community and civic life of the area. The spaces are intended to be “open to the city and its residents.”

The temporary use of the site should promote a mix of uses centered on three areas:

– artistic and cultural dissemination;

– reuse and circularity, in line with the region’s priorities as outlined in the metropolitan area’s Climate-Air-Energy Plan (PCAET);

– crafts and support for economic activity and local production.

Establishing these uses in the heart of downtown aims to create a space for sharing and social connection open to all residents of Ovillois (families, isolated individuals, working people), incorporating local services while redeveloping this downtown sector around communal spaces capable of hosting recreational, cultural, and educational activities, as well as workshops for learning and sharing skills, particularly on Saturdays and in the evenings.

A single project operator will independently manage the entire site. They will be responsible for coordinating the presence of the various occupants and ensuring the safety of property and people.
Occupancy is scheduled to begin in July 2025 for a period of 48 months (forty-eight months), renewable annually by tacit agreement.

11: Call for Proposals posted online

April 8: Half-day site visit followed by a workshop. Discussion with stakeholders regarding their aspirations, positioning, and potential involvement in the project.

Site visit and participation in the mandatory co-creation workshop (registration required at occupationtransitoire@ville-houilles.fr). The visit will take place on Tuesday, April 8, at 2:30 PM on-site.

May 11: Call for Proposals closes

Mid-May to late June: Review of applications and discussions on proposals / Answers to questions / Clarifications on projects / Meeting with stakeholders

June 27: Announcement of the selected project(s)
