In early 2023, Plateau Urbain launched a new temporary occupancy project in the heart of Paris-Centre, in front of the City Hall plaza and along the banks of the Seine. This large, 30,000-square-meter community-focused third place is located within the former headquarters of the AP-HP. At the end of the project, the site will be renovated and transformed into a building combining social housing, offices, and restaurants—including a community canteen—by a consortium comprising BNP Paribas Real Estate, Apsys, and RATP Solutions Ville. While awaiting the start of renovation work, which is expected to begin in 2027, Plateau Urbain has been offering new programs on the site since early 2023.
As part of this transitional use, we are seeking a partner to operate a café-snack bar and offer light meals.
In line with the overall project proposed for the site, the café-snack bar must offer affordable prices and source locally and/or use fresh, daily-prepared ingredients. It will cater to a diverse clientele: neighborhood residents and tourists, young people, families, seniors, on-site residents (over 400 facilities serving approximately 1,200 people), etc. Operators who employ individuals in job-training programs are encouraged to apply. Indeed, this space is also intended to serve as a pilot for the community restaurant planned as part of the long-term project following the transitional occupancy. The café-buvette must be open several days a week and on weekends.
The café-bar may also host other activities related to the venue’s cultural and social programming, with the support of the Plateau Urbain team.
September 9: Application deadline
September 10–12: Individual meetings and site visits
September 13: Selection of candidates and announcement of results
September 16 and 17: Individual tours of the café-buvette spaces
September 23: Handover of keys to selected candidates
Contract: through December 2025, then renewable annually through August 2027, subject to Plateau Urbain’s continued operation of the building.
