TEMPORARY OCCUPANCY IN THE GREATER PARIS AREA – APUR

In early May 2025, Apur—the Paris Urban Planning Agency—published a comprehensive and well-documented report on temporary occupation in the Greater Paris area, identifying 439 transitional urban planning projects to date.

This report confirms what we experience every day on the ground: temporary occupation is no longer a marginal practice, and in Paris, socially oriented projects—particularly those focused on shelter and housing—are particularly widespread and account for more than a third of the projects identified.
